Individuals have "rights". Governments have only
"powers". States' rights is a concept which essentially means:
Rights of the people are guarded by the States, the central federal government
prohibited from interference. The 14th Amendment (if properly
interpreted), gives the people an added layer of protection,
their rights from an oppressive state law guarded by the central government, but
the 17th Amendment eliminated States' rights, placing individuals under a single
central authority in Washington.

In the original
design by the Framers of the U.S. Constitution, there was an effective check on
Congress through the state legislatures' power to appoint (and remove) U.S.
Senators. The 17th Amendment eliminated the checks and balances
available to the states over federal power or over Congress itself in any area.

Separating powers, and applying federalism
concepts, can cure these problems. First, the appropriate powers should be
separated from the President and Congress. This includes the power to report
financial results and the power to manage the debt.

blacks were abandoned by the Supreme Court.
