Liberty Party candidates will be bound by foundation principles to spend limited funds for party building and no funds for candidate promoting.  However, parties not bound by these policies may find need for countering large money contributions offered to candidates in hope of exchanging it for  political favors.  The Liberty Party offers a Fair Share campaign finance reform proposal for the benefit of other political parties and will attempt to enact this proposal or a similar proposal meeting the satisfaction of the courts upon achieving a position of political influence.

Fair Share campaign finance reform proposal

bulletNo monetary limit will be applied to campaigning.
bulletGovernment matching funds will not be offered.
bulletTotal candidate advertising spending rising above a preset minimum limit will be subject to a Fair Share law.
bulletThe Fair Share Law will require the candidate to share a percentage of his advertising cost equally with all of the other ballot qualified candidates in his state and running for that office.  For example, if the candidate buys 90 minutes of advertising time and the legally mandated percentage is 15%, he will be required to give up 14 1/2 minutes of advertising time to the other candidates.  If 6 other candidates are in the race, each will be awarded about 2 1/2 minutes of advertising time.

Court legal requirements might necessitate that the media networks pick up the cost of the additional advertising instead of the candidate.  (Is it a violation of free speech to require a candidate to pay for time he cannot use?)

A Fair Share law will help third party candidates that would otherwise receive little or no exposure, and will enhance, not limit free speech.

Minimum spending limits and the mandated advertising percentage may be adjusted to achieve the maximum amount of fairness for the candidates.

Candidates attempting to win an election with an advertising blitz will have to consider and contend with other candidate messages that would otherwise not be heard at all.

The Liberty Party bases the potential success of this method of campaign finance on a  public's ability to recognize right thought and good common sense when they hear it.  The early success of Ross Perot proved this theory to be applicable.

The better financed candidate with a good message will continue to have considerable advantage, and minor party candidate opportunity will be greatly enhanced.

Liberty Party candidates will be bound by party principles to remain at or below the spending threshold.  Additional funds will be given to the reputable charities relied on by the party for governing such as the California Public Hospital System.
